Herbert N. Krauss Tax and Accounting was originally formed by the husband and wife team of Herbert & Linnea Krauss in 1975. After the death of Herbert in 1980, Linnea took over the company changing the name of the firm to CFM and retaining only the contract service related to Common Interest Developments. CFM is a member of the Management Business Council of the California Association of Community Managers (CACM). The company was awarded the prestigious Accredited Community Management Business designation from CACM in 1999, formally known as the Certified Management Firm designation.

The company’s President is Linnea Juarez, PCAM, CCAM. Linnea is a graduate of California State University at Chico. She received her Standard Secondary Teachers Credential in 1969. Stacie Donnelly PCAM, CCAM, Linnea’s daughter, is the CFO and co-owner in the firm.

Linnea Juarez is a founding member of CACM, California Association of Community Managers. Mrs. Juarez was awarded the PCAM (Professional Community Association Manager) designation in May 1990 from CAI (Community Associations Institute). She was among the first 35 managers in the State of California to receive the CCAM (Certified Community Association Manager) certification in February 1993.

Linnea is Past Chairperson of the CAI National Accountants Committee.

Author and instructor of “Financial Management for California Common Interest Developments” and the original “Ethics for California Community Association Managers”, two of the six core courses required to achieve the CCAM. This is the only professional certification for this industry specific to California managers. Linnea also authored “Advanced Budgeting for CIDs” and co-authored the newest course “Interpreting Association Financial Statements” for CACM. Linnea continues to work with CACM to update these courses as changes to the laws require.

Linnea was a senior Instructor for CAI’s PMDP (Professional Management Development Program) courses. These courses are required for any manager who wishes to apply for the prestigious national PCAM designation.

Linnea was elected to Chair the Executive Committee and Board of Directors of CACM in February, 2004. She served two terms in that capacity. After thirteen years on the board of directors, Linnea chose to leave the board and pursue community service.

Over the last 47+ years of professional financial management, Ms. Juarez has provided expert witness services, mediation, and forensic reconstruction of association books and records to assist the association in proving embezzlement of association funds. Her advice is often sought by attorneys specializing in CID law.

Often sought as a speaker by various organizations, Ms. Juarez has lectured on such subjects as “Reading and Understanding Financial Statements”; “Budget Preparation and Distribution”; “Reserve Funding and Investment”; “Board of Directors Responsibilities in Relation to the Financial Management of Common Interest Developments”; “Ethics of Management”; “Assessment Collection and Special Assessments”.

Stacie Donnelly is the CFO of CFM, a firm providing financial management services to common interest developments since 1975. Stacie joined the firm after graduating college in 1994. She is the daughter of Herbert Krauss who started the business in 1975, and Linnea Juarez who continued the business, and formed CFM after Herbert’s passing, in 1980.

Stacie is a past board member of the California Association of Community Managers (CACM) serving a three-year term. She earned the Certified Community Association Manager (CCAM) certification in 1997 from CACM. She was awarded the prestigious Professional Community Association Manager (PCAM) designation in 2000 from the Community Associations Institute (CAI), the highest designation awarded in the industry for managers. She also served a 6-year term on the Board of Directors for the Bay Area and Central California Chapter of CAI.

At the end of her term, she served in the role of President of the Chapter. Stacie began volunteering as a member of the Legislative Support Committee (LSC) supporting the efforts of CAI’s California Legislative Action Committee (CLAC) in 2014. She is currently serving in the role of Delegate for the LSC, and most recently was voted to become the Vice-Chair of the Executive Committee for 2023/24.

Stacie keeps busy outside of work with her husband, three children, and a volunteer spirit. She has taught Sunday school and has also served in leadership positions for the MOPS program (Mothers of Preschoolers) when her children were young. Having teenagers now, she juggles all of their activities between school, sports, and music programs. Stacie and her teenage daughter are members of the National Charity League (NCL) affording them opportunities to volunteer their time among many different types of charities and organizations.
